Dear Rajchman,

with reference to our conversation

in Paris about the League scheme for Health

Units in China, I have discussed the proposals

with the interested departments of the

Colonial office and with Selwyn-Clarke

(Director of Medical Services, Hong Kong) and

Wellington (formerly Director of Medical

Services, Hong Kong). Either Selwyn-Clarke

or Wellington would be a suitable selection

for a post of epidemic Commissioner but it

may not be possible to release Selwyn-Clarke

from his post and in any case he is unable to

leave England before the end of January next.

Wellington on the other hand is available

immediately.
